| 针对用水主体以平等的身份参与水资源使用权初始分配的协商具有多目标群决策的特征，从水资源使用权初始分配协商的要素分析出发，结合其协商的特点，构建了以综合满意度最大为目标的协商模型。并基于决策论原理，分析了模型的算法以及协商的流程。最后以宁夏为例对模型进行了验证，结果显示模型是可行性。 |

| The allocation of initial water utilization right is a problem of multi objective group decision making. In this paper, a negotiate model setting the maximum comprehensive satisfactory level as the objective function based on the analysis on the factors of initial allocation of the right is proposed. The calculation method and negotiate procedure are suggested by applying the theory of decision making. The model is applied to the water utilization right allocation of the Ningxia Autonomous Region, China. The result shows that the model is feasible. |
