      依据可持续地与洪水协调共处的防洪新战略,将防洪减灾过程分为防洪、承灾及灾后恢复3个阶段,以恢复力描述防洪保护区发生洪灾后恢复到正常状态的能力,选择影响恢复速度、时间和恢复后水平的因子构建了防洪保护区恢复力指标体系,并在GIS平台上构建了均衡规划综合诊断模型。以北江下游为实例对模型进行检验,结果表明:北江下游防洪保护区恢复力最大为0.57,最小为0.33。诊断结果符合北江下游实际,说明了该模型在北江下游的可行性和有效性。
英文摘要:
      According to the strategy for coexisting with flood sustainably,flood mitigation was split into three phases:flood control,disaster undertaking,recovery and reconstruction. Resilience is employed to describe recovery speed of flood-control system after wreckage. By means of selecting dominating driving forces of recovery capability from flood hazard,an indicator system is presented and an assessment model named as compromise programming model is developed. The application of the proposed model to lower reaches of Beijiang River shows that the maximum of resilience to flood hazard is 0.57 and the minimum is 0.33. The result demonstrates that the proposed model is feasible and effective.
