在新老水问题交织且日益严峻的背景下,水资源的失衡性成为制约区域高质量发展和生态保护的关键瓶颈,构建基于区域水平衡的国家水网体系,是破解水资源供需矛盾、实现空间均衡的核心路径,对提升水资源承载力、促进人与自然和谐共生具有重要意义。本文基于国家水网构建背景和区域水平衡理论,系统分析了国家水网构建和区域水平衡的关联关系,提出了基于区域水平衡的国家水网构建原则,并从规划目标、关键内容、支撑体系等方面详细描绘了水网工程构建规划框架。提出了基于区域水平衡的国家水网构建效益评估框架,系统梳理了效益评估研究涉及维度与主要内容,将相关研究方法归纳为综合评价方法、相关分析方法、耦合度量方法、定量计算方法、模型模拟方法和综合应用方法,并展望了效益评估研究的应用前景。研究成果可为进一步完善区域水平衡理论和优化国家水网构建规划提供理论支撑。 |

In the context of escalating challenges from both conventional and emerging water security issues, the imbalance of water resources has become a critical bottleneck restricting high-quality national development and high-level ecological protection. Constructing a national water network system based on regional water balance is a core approach to addressing the contradictions between water supply and demand and achieving spatial equilibrium. This is strategically significant for enhancing water resource carrying capacity and promoting harmonious coexistence between human and nature. This paper, grounded in the context of national water network construction and the theory of regional water balance, proposes principles for building a national water network based on regional water balance. It elaborates on the planning blueprint for water network engineering from multiple aspects, including planning objectives and key supporting systems. At the same time, this paper systematically summarizes and consolidates the dimensions and main content of the benefit assessment for constructing a national water network based on regional water balance. It categorizes the relevant research methods into comprehensive evaluation methods, correlation analysis methods, coupling measurement methods, quantitative calculation methods, model simulation methods, and integrated application methods. Furthermore, it explores the future application prospects of benefit assessment research. The results provide theoretical support for further refining the theory of regional water balance and optimizing the planning of the national water network construction. |
