变化环境下长江黄河跨流域多线路成网互济调水机制研究,对提升黄河流域水资源安全保障能力具有重要的意义。本文针对长江黄河跨流域多线路调水,统筹南水北调东、中、西三条线路各自特点和优势,提出长江黄河跨流域成网互济调水机制的定义、总体架构及其组成部分之间的相互作用关系。围绕跨流域水网的多水源供给、多线路互济、多工程调控、多目标冲突、多主体博弈特征,构建了多尺度、多过程、多要素与多约束的“源-流-网-配”协同优化模型。根据“源-流-网-配”系统的互动特性,建立保障水网高效运行、水资源空间均衡、社会经济发展和生态健康的协同发展目标,提出了基于NSGA-Ⅱ和合作博弈的协同优化算法,以实现水网资源的灵活互济配置。 |

Study on the inter-basin and multi-line network water transfer mechanism of the Yangtze River and the Yellow River in the context of changing environments is of great significance for enhancing the capacity of water resources security of the Yellow River Basin. This paper focuses on the Yangtze River and the Yellow River interbasin multi-line water transfer,integrates the characteristics and advantages of each of the three routes of the Southto-North Water Diversion,and proposes the definition,the overall structure,and the interaction relationship between components of the Yangtze River and Yellow River inter-basin network of mutual water transfer mechanisms. A multi-scale,multi-process,multi-factor,and multi-constraint source-flow-network-allocation synergistic optimization model was constructed around the multi-basin water network features of multi-source supply,multi-route mutual aid,multi-engineering regulation,multi-target conflict,and multi-subject game. In consideration of the interactive characteristics of the source-flow network and distribution system,the following synergistic development objectives were established:guaranteeing the efficient operation of the water network,maintaining the spatial equilibrium of water resources,facilitating socio-economic development,and ensuring ecological health. To achieve these objectives,a synergistic optimization algorithm based on NSGA-II and cooperative game theory was proposed to allocate water network resources in a flexible and mutually beneficial manner. |
