Abstract:Quantificationanddiagnosisofregionalwaterbalanceisaprerequisitefortheconstructionandoptimiza
tionofwaternetworksandthebalancedregulationofwaterresources ,whichareimportanttoimprovewatersecuri
ty,supportstablesocio - economicdevelopment,andachievehuman - waterharmony.Fourbalancesofregional
human - watersystem aredeconstructedfrom fivedimensionsofspace , time, structure, process, andtotal
amount ,namely,a)thewaterbudgetbalancereflectingthequantitativerelationshipbetweentheincomeandout
putofwater ;b)thewatersupply - demandbalanceofeconomicsocietyreflectingthematchingrelationshipbetween
socio - economicwatersupplyandwaterdemand;c)thewaterusebalancebetweeneconomicsocietyandecology
combiningthequantitativerelationshipbetweensocio - economicsystem developmentandwateruse;andd)the
harmoniousbalanceofhuman - waterrelationshipcharacterizingthestateofdevelopmentofhuman - watersystem.
Basedontheaboveanalysis ,thewaterbalancemeasurementmethodsarealsoproposedaccordingly.Then,the
imbalancestateofregionalwaterbalanceisinterpretedfrom multipleperspectives.Themethodsofmeasuringthe
imbalancedegreeoffourbalancesandtheintegratedmethodofmeasuringtheimbalancedegreeofregionalwater
balanceisproposed.Thereafter ,theQinheRiverBasinistakenasanexampletoapplyandtesttheabovemeth
ods.Theresultsshowthattheproposedmeasurementmethodsarescientificandapplicable ,andcanbeappliedto
theresearchpracticeofregionalwaterbalance.In2019 ,theimbalancedegreeofwaterbalanceinQinheRiverBa
sinwas0.327,whichwasinamoderateimbalancestateofwaterstoragereduction,waterresourceshortage,eco
logicalwaterdeficit ,andwatersystemdamage.Inthefuture,attentionshouldbepaidtothemanagementandreg
ulationofhumanwaterwadingbehavior.Theresultscanprovidetheoreticalandmethodologicalsupportforregional
waterbalanceassessmentandregulation ,andservefortheformulationofnationalorregionalwaterbalancestrate
giesandtheimplementationofwaternetworkprojectplanning.
