Abstract:Thecomplexuncertaintiesofwaterresourcessystemsbringchallengestoreliableoptimalallocationof
waterresources.Inordertoachieveabalancebetweenwaterqualityprotectionandwateruseefficiency,astackel
berggamerobustoptimizationmodelwasestablishedbasedonrobustparametersthatquantifytheuncertaintyofthe
waterresourcessystem,andtherobustequivalentconversionmethodandthefuzzysatisfactionalgorithmwereused
jointlytosolvetheproblem.TakingthemiddleandlowerreachesoftheHanjiangRiverbasinastheresearcharea ,
theresultsshowthattheequilibriumsolutionofthestackelberggamerobustmodelislocatedobliquelyabovetheop
timizationsolutionofthetraditionalmulti - objectivemodelwithatrendofincreasingtotalsewagedischargeandde
creasingeconomicbenefits ,andtheoptimizationobjectivesoftheequilibriumsolutionareinferiortotheoptimiza
tion ;uncertaintyaffectsthedecision - makingoftheequilibriumsolutionrange,andtheequilibriumsolutionrange
iswiderunderhighuncertainty ,whichcanprovideabasisforimprovingtheadaptabilityofdecision - makingstrate
giesunderuncertainty.Comparedwiththesingle - objectivewaterqualityprotectionrobustmodelandtheeconomic
developmentrobustmodel ,thestackelberggamerobustmodelcanprovideamorebalancedwaterresourcesalloca
tionplan.Sensitivityanalysisofthemodelrevealstheresponsepatternofthetargetlayertorobustparameterchan
ges.Theresearchprovidesanadaptiveandrobustdecision - makingmethodforwaterresourceconflictmanagement
underuncertainscenarios.
