                  Abstract:Evaluationoffloodresourceutilizationpotentialisaprerequisitefortherationalallocationofwaterre
                  sourcesandstoragecapacityinawatershed.Inresponsetotheproblemofunevenspatiotemporaldistributionofwa
                  terresourcesinChina ,aninflowfloodidentificationmodelwasestablishedbasedontheKolmogorov - Smirnovtest,
                  improvedpeak - overthresholdmethod,andtime - varyingparameterswithPoissondistributionmodel.Itaimstoa
                  chievethetransformationofinconsistencyrunofftimeseriesto “independentidenticaldistribution”samples,andto
                  identifyanddeducerepresentativefloodhydrographofinflowflood.Anevaluationmethodoffloodresourcesutiliza
                  tionpotentialinreservoirgroupswasproposedbasedonconstraintssuchasthecomprehensiveregulationandstorage
                  capacityofthewatershedandwaterdemand.Itaimstoidentifykeyconstraints ,definereservedfloodcontrolstor
                  agecapacityandwaterlevelfloatingspacetobalancefloodcontrolandbenefitfunctions.TheJinxiaFourReser
                  voirs ,whichconsistofWudongde,Baihetan,Xiangjiaba,andXiluoducascadedreservoirsinthelowerJinsha
                  River ,wereusedasacasestudy.Theresultsshowthat1998and2002aretheconsistencychangepointsofthe
                  runoffseriesfromJunetoNovemberatXiangjiabaHydrologicalStation.Themaintypeofinflowfloodisshort - fat ,
                  andthe3 - dayfloodvolumeisajointoperationdecisioncharacteristicparameterthatshouldbegivenmorepriority
                  thanthefloodpeak.JinxiaFourReservoirsareconstrainedbystoragecapacity ,whenencounteringfloodswitha
                  designstandardofonce - in - a - centuryorbelow ,theutilizationpotentialoffloodresourcesis3.727billioncubic
                  meters.Itisrecommendedtocontinuouslyoptimizethestoragecapacitybyraisingthewaterlevelto952.26m ,
                  806.77m,576.31m,and373.99m insequenceofJinxiaFourReservoirs.Thisworkaimstoprovidereference
                  fortheoptimalallocationofwaterresourcesandstoragecapacityinthewatershed.
