Dirty basin theory:a new method of water resources evaluation considering influence
of river and lake water quality

Abstract: Extensive and intense human activities have caused serious water environment pollution, which
is adverse to exploitation of water resources. The predicament of living by water but having no water avail⁃
able has become a major bottleneck restricting the sustainable development of human society. The nine cit⁃
ies in Pearl River Delta in Guangdong-Hong Kong-Macao Greater Bay Area is one of the typical areas in
such predicament. In this paper, a dirty basin theory was proposed to evaluate the harm of water environ⁃
ment pollution to exploitation of water resources, and to explore strategies addressing water resources and
environment problems. The results show that:(1) Excessive human pollution emissions can cause a 13.8%
loss of water resources in the nine cities, and a 34.1% loss in six developed cities (Guangzhou, Shen⁃
zhen,et al.);(2) To significantly reduce the loss of water resources,at least increase the sewage collec⁃
tion and treatment rate to more than 90%;(3) When all domestic sewage is treated following class A stan⁃
dard, the loss of water resources still exists, so it is necessary to upgrade the sewage treatment standard.
The research results can help the public and decision makers to get an intuitive impression of the harm of
water environment pollution,improve the social awareness of water environment protection,and provide tech⁃
nical support for the strategic decision of water resources security and water environment governance.
