National multi-level guarantee system for the water ecological health

Abstract： Water ecology is an important foundation for the ecological civilization construction， and ensur⁃
ing the health of water ecology is an important part of national water security. Water ecological health in⁃
volves multiple factors，multiple departments，and multiple disciplines，so there is an urgent need to estab⁃
lish a systematic guarantee system to support it. Firstly，3 assessing criteria and a 5-level classification sys⁃
tem for water ecological health are proposed，and the objectives of each level and the concept of collabora⁃
tive guarantee concept are analyzed on the basis of systematically summarizing the previous research results
of water ecological health and combining with the national major needs for constructing ecological security.
Secondly， a framework for water ecological health guarantee system is established， including 8 aspects，
namely monitoring， evaluation， diagnosis， engineering， regulation， technology， institution， and management.
And the main contents and key issues of the water ecological health guarantee system are discussed. Final⁃
ly， the general idea of the collaborative construction of water ecological health guarantee system and the
key points of construction of the main water ecological health system are described. It provides a reference
for the construction of water ecological health guarantee system and the implementation of water security
strategies across the country and at different levels of basins or regions.

Abstract：In the new development stage，water resources security in China needs to be guided by the prin⁃
ciple of“prioritizing water conservation，balancing development with local water endowment，systematic gov⁃
ernance，and building government-market synergy” The high-quality development of water resources is sup⁃

ported by idenfiying problems，determining current trends and optimizing countermeasures. Based on a com⁃
prehensive analysis of the outstanding problems and the current situation of national water resources securi⁃
ty， this paper elaborates the basic ideas and strategic pathways of ensuring water resources security in the
new development stage in China. It also puts forward strategic countermeasures and major questions that
need to be further answered from the aspects of ensuring water resource security， building a modern water
network， strengthening water supply， building beautiful rivers and lakes， and improving water environment
quality， therefore providing strong support for improving China’s water resources security strategy in the

new development stage and comprehensively reinforcing the country’ water resources security capabilities.
