                  Abstract:Withtheeffectsofglobalwarmingandrapidurbanization,theriskofextremerainstormandflooddisas
                  terinurbanareasisincreasing.Throughliteratureresearch ,scientificanalysisandsocialpractice,firstly,the
                  maincharacteristicsofurbanheavyrainstormandflooddisastersundertheinfluenceofextremeweathereventsare
                  summarized:largerainfallintensityandaccumulatedrainfall,strongersuddenness,extremelydifficultforecasting,
                  obviousspatiotemporaldynamics,coupledandinteractiveflooddisasters,widedistributionrange,frequentmass
                  occurrence,inducedsecondarydisasters,obviouscascadeeffect,goodatdrillingholes, findingfloodcontrol
                  loopholes ,andmoredestructiveandinfluentialdisasters.Then,from theaspectsofmulti - scalenaturalenviron
                  ment ,floodcontrolanddrainagecapacitybuilding,floodmitigationtechnologyandequipment,floodemergency
                  organizationandmanagement,andfloodpreventionpoliciesandregulations,themaincausesofurbanextreme
                  rainstormandflooddisastersarerevealed ,andscientificcopingstrategiesforurbanheavyrainstormandflooddis
                  astersinextremeweathereventsareproposed ,namely:deepeningthetheoryofurbanrainstormandflooddisasters
                  cascadeeffect ,developingurbanextremerainstormandfloodpredictionandrefinedcalculationmodels,improving
                  urbanrainstormandfloodemergencydefensetechnologyandequipment ,andpromotingtheoverallcoordinateddis
                  asterpreventionofurbanfloodcontrolanddrainagesystem.Theresearchresultswillhelptocopewiththenew
                  challengesfacedbyurbanflooddisastersundertheinfluenceofclimatechangeandextremeweather ,furtherim
                  provethetheoryandtechnologyofurbanflooddisasterpreventionandriskmanagementsystem ,andhaveimportant
                  guidingsignificanceforthescientificpreventionandcontrolofurbanextremerainstormflooddisasters.
