                  Abstract:Asanextremeclimatephenomenon,severedroughtcanleadtoseriouswaterresourceshortages,eco
                  logicaldamage,andsocio - economiclosses.Inordertocombatdroughtandreducedisasters,thewatersupply
                  sideshouldtapintoitspotentialandincreasesupplyasmuchaspossible ,whilethewaterconsumptionsideshould
                  becompressedandcontrolledasmuchaspossible ,thatis,theextremeregulationofthewatersupplyandwater
                  consumptionsystems.However,theimplementationofextremecontrolmeasureswillinevitablycausedamageto
                  thewatersupplyandconsumptionsystemsthemselves,suchasexcessivedevelopmentofwatersources,deteriora
                  tioninwaterquality ,andlossofwatersupplyfacilities.Inordertoensurethesustainabilityofwatersupplyand
                  consumptionsystems,theregulationofwatersupplyandconsumptionsystemsunderextremedroughtconditions
                  mustchallengelimitswhileensuringcontrollabledamage.Therefore ,thetheoryoflimitregulationofwatersupply
                  andconsumptionsystemsbasedoncontrollabledamageisthefoundationofscientificdroughtresistanceanddisaster
                  reductionunderextremedroughtconditions.Thisarticleintroducesthetheoryofdissipativestructure ,analyzesthe
                  characteristicsofwatersupplysystemsunderextremedroughtconditions ,anddeeplyexplorestheconceptandcon
                  notationofcontrollabledamage.Basedonthis ,atheoreticalframeworkfortheultimateregulationofwatersupply
                  systemsunderextremedroughtconditionsisproposed ,providingtheoreticalguidanceandmethodologicalsupport
                  fortheregulationofwatersupplysystemsunderextremedroughtconditions.
