                  Abstract:Duetodifferencesinnaturalgeography,economicactivities,andsocialpractices,thedistributionand
                  utilizationofwaterresourceswithinlargeirrigationareasexhibitimbalancesbothspatiallyandtemporally.Inparti
                  cular ,thewatersupplyforirrigatedagricultureisaffectedbyfluctuationsinhydrometeorologicalconditions,which
                  needstoberegulatedwiththehelpofwaterconservancyprojectsforthespatialequilibriumofwaterresources.Cur
                  rently,theconventionalwaterallocationschemeformulatedaccordingtothetypicallevelyearcannotshowthere
                  sponseprocessofthespatialequilibriumstateofwaterresourceswithintheyear ,norcanittakeintoaccountthe
                  inter - annualallocationofwaterresources.Inviewofthis ,basedonthespatialequilibriumevaluationmodelofwa
                  terresourcessysteminirrigationdistrictsandthesemi - distributedwaterresourcessystem simulationmodel,this
                  papercarriesoutastudyonthespatialequilibriumoptimizationandcontrolofwaterresourcessysteminlarge - scale
                  irrigationdistrictsbyusinggeneticalgorithmswiththeobjectiveofmaximizingthespatialequilibrium ofwaterre
                  sourcessystemintheaveragetimeofwatershortageduringdroughtyears ,andwiththewaterlevelofthedrylimit
                  ofthebackbonereservoirsandtheproportionofthesupplylimitofthewaterusersofirrigationdistrictsinphases
                  andstages.TheresultsoftheapplicationinPiheRiverIrrigationDistrictshowthatthegradedandstageddrought -
                  limitedwaterlevelofthebackbonereservoirscanachievebalancedregulationofwaterresourcesintheintra - annual
                  andinter - annualtime,whilerestrictingwatersupplybywaterusersandbyunitcanensurereasonablespatialallo
                  cationofwaterresources.Thetwotogethercancoordinatetherelationshipbetweenthedistributionofsupplyand
                  demandofwaterintheirrigationareainthetimecourseandspatialequilibrium,andsignificantlyimprovethespa
                  tialequilibriumofwaterresourcessystem incomparisonwiththestatusquooperation.Comparedwiththecurrent
                  operation ,itcangreatlyimprovethespatialequilibriumofwaterresourcessystem,guaranteethehigherspatiale
                  quilibriumstateandsustainabledevelopmentabilityoftheirrigationarea ,andprovidenewideasforthemanage
                  mentandapplicationofcomplexwaterresourcessystembasedonthedrought - limitedwaterlevel.
